The Project Development Phase 

The project development phase prepares the groundwork for the tendering phase. During this stage, the project team expands, and several important activities take place to ensure the project is ready to move forward.

Main Tasks in the Project Development Phase

  • Identify what factors drive the project’s success (called project drivers).

  • Study and analyze the site conditions.

  • Define the technical features of the plant or facility.

  • Develop a clear project strategy.

  • Find investors if the project needs financial backing.

  • Discuss and finalize the sales model with all key stakeholders.

  • Apply for all necessary permits and government approvals.

  • Decide on the most suitable procurement strategy (how materials and services will be purchased).

Project Drivers

Every project has certain main goals or factors — called project drivers — that determine how decisions are made.

These drivers can be technical (related to design or performance) or commercial (related to cost or profit).

Examples include:

  • Reducing initial investment costs (CAPEX)

  • Reducing operating costs (OPEX)

  • Increasing plant reliability and availability

  • Improving plant efficiency

  • Making the plant flexible to future needs

Although many drivers exist, one usually stands out as the most important.

Identifying Project Drivers

To find the main project drivers, the team performs a risk and opportunity analysis.
This analysis helps understand what factors can help or harm the project’s success.

  1. Start with a qualitative brainstorming session with all team members to list possible risks and opportunities.

  2. Identify those with the highest impact — these become the main project drivers.

  3. Try to quantify (measure) these risks and opportunities in terms of their effect on the project and how likely they are to occur.

  4. Assign responsibility for each item to specific people or teams.

    • These individuals then create mitigation measures to reduce risks.

    • They also develop action plans to take advantage of opportunities.
